中化建國際招標(biāo)有限責(zé)任公司（以下稱為"招標(biāo)代理機(jī)構(gòu)”）受中海油石化工程有限公司（以下稱為"招標(biāo)人”）委托，就浙江LNG三期項目接收站工程所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. 項目概況：浙江LNG三期項目位于浙江省寧波市北侖區(qū)郭巨街道穿山北公鵝咀地塊，西側(cè)為已運(yùn)營的浙江LNG一期工程和二期工程項目。項目建設(shè)規(guī)模為600萬噸/年：其中氣態(tài)外輸450萬噸/年，液態(tài)外輸150萬噸/年，同步將光明碼頭改造為LNG專用碼頭。新建6座27萬方LNG儲罐，其中LNG管道與浙江LNG一、二期項目預(yù)留管道接口聯(lián)通，同時配套氣化設(shè)施、公輔設(shè)施等。

3. 對投標(biāo)人的資格和業(yè)績要求：

投標(biāo)人應(yīng)提供投標(biāo)產(chǎn)品制造商以下有效認(rèn)證證書復(fù)印件，證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績的制造商、此次投標(biāo)貨物的制造商一致。

投標(biāo)產(chǎn)品國內(nèi)制造商應(yīng)在投標(biāo)時提供TS 證書(特種設(shè)備生產(chǎn)許可證)和覆蓋投標(biāo)產(chǎn)品范圍【閥門類型（球閥）、溫度 (-196℃)、口徑及磅級】的 TSX 證書(特種設(shè)備型式試驗證書)。投標(biāo)產(chǎn)品國外制造商應(yīng)和國內(nèi)制造商同樣提供上述證明文件，如投標(biāo)人在投標(biāo)時無法提供國外制造商的TS證書，需在投標(biāo)時提供書面承諾函，承諾內(nèi)容為: 供貨前提供閥門原產(chǎn)地證明和 2024 年 5月 31 前提供 TS 證書 (特種設(shè)備生產(chǎn)許可證)，承諾函格式詳見附件17。
Domestic manufacturers of bidding products should provide a T點擊登錄后可查閱te (Special Equipment Production License) and a TS點擊登錄后可查閱te (Special Equipment Type Tes點擊登錄后可查閱te) covering the scope of the bidding product [valve type(ball valve), temperature(-196 ℃), diameter, and scale] when bidding. The foreign manufacturer of the bidding product should provide the sam點擊登錄后可查閱tion documents as the domestic manufacturer. If the bidder is unable to provide the T點擊登錄后可查閱te of the foreign manufacturer during the bidding process, 點擊登錄后可查閱mitment letter must be provided during the bidding process. 點擊登錄后可查閱mitment content is to provide th點擊登錄后可查閱te of origin of the valve before supply and the T點擊登錄后可查閱te (special equipment production license) before May 31, 2024. （3）業(yè)績要求Requirement for Bidder’s reference:
2010年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商在中國境內(nèi)應(yīng)具有至少2個LNG接收站或具有接收站性質(zhì)的（即滿足GB51156-2015液化天然氣接收站工程設(shè)計規(guī)范）調(diào)峰站項目(需提供滿足GB51156-2015液化天然氣接收站工程設(shè)計規(guī)范2.0.2液化天然氣接收站:對船運(yùn)液化天然氣進(jìn)行接收、儲存、氣化和外輸?shù)茸鳂I(yè)的場站要素的證明材料,證明材料通過國家發(fā)改委、省級發(fā)改委、政府網(wǎng)站、項目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供）的供貨業(yè)績（要求2個項目業(yè)績，同一項目提供多個合同視為一個業(yè)績），且其中至少一個業(yè)績須包含3臺16寸及以上且磅級≥CL1500的低溫或超低溫球閥。

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同【或】銷售訂單【框架協(xié)議下的訂單（需提供主框架協(xié)議）】復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、供貨數(shù)量、規(guī)格型號（口徑及磅級）、到貨驗收材料。如提供的是調(diào)峰站業(yè)績，投標(biāo)人還需提供調(diào)峰站（滿足GB51156-2015液化天然氣接收站工程設(shè)計規(guī)范2.0.2液化天然氣接收站：對船運(yùn)液化天然氣進(jìn)行接收、儲存、氣化和外輸?shù)茸鳂I(yè)的場站）要素的證明材料，證明材料通過國家發(fā)改委、省級發(fā)改委、政府網(wǎng)站、項目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract[or] sales order [under framework agreement (main framework agreement required)] (including relevan點擊登錄后可查閱l attachments) and 2) Receivin點擊登錄后可查閱te of arrival of goods. 投標(biāo)人應(yīng)提供閥門制造商以下有效認(rèn)證證書復(fù)印件，所有證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績的制造商、此次投標(biāo)貨物的制造商一致。

A.投標(biāo)產(chǎn)品制造商應(yīng)具有國際或國內(nèi)認(rèn)證機(jī)構(gòu)頒發(fā)的覆蓋投標(biāo)產(chǎn)品范圍【閥門類型（球閥）、口徑及磅級】的 API607 或 API6FA 或 ISO10497 或同等標(biāo)準(zhǔn)的防火證書，并附相應(yīng)的測試報告。
A. The bidding product manufacturer shall have a fire preventio點擊登錄后可查閱te issued by an international or domesti點擊登錄后可查閱tion agency covering the scope of the bidding product [valve type (ball valve), caliber and pound class], which is API607 or API6FA or ISO10497 or BS EN 12266 or equivalent standards, and shall attach corresponding test reports.

B.閥門必須具備可靠的外密封性能，應(yīng)至少達(dá)到 ISO 15848-1 的要求。投標(biāo)產(chǎn)品制造商應(yīng)具有覆蓋本次招標(biāo)產(chǎn)品范圍【閥門類型（球閥）、溫度、口徑及磅級】的 ISO 15848 PART 1 證書，并附相應(yīng)的測試報告。
B. The valves must have a reliable external seal performance and should meet at least the requirements of ISO 15848-1. The manufacturer of the bid product shall have an ISO 15848 PART 1 點擊登錄后可查閱te covering the scope of this tender [valve type (ball valve), temperature, caliber and pound class], and attach the corresponding test report.

4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2023年12月04日開始至2023年12月11日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（點擊登錄后可查閱）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為200元人民幣，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。

For the first time of login, aregistration (free of charge) is needed and only after successful registration, 點擊登錄后可查閱n purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB200.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.
