中化建國際招標有限責任公司（以下稱為"招標代理機構”）受中海油石化工程有限公司（以下稱為"招標人”）委托，就浙江LNG三期項目接收站工程所需部分貨物及相關服務進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：

項目概況：浙江LNG三期項目位于浙江省寧波市北侖區(qū)郭巨街道穿山北公鵝咀地塊，西側為已運營的浙江LNG一期工程和二期工程項目。項目建設規(guī)模為600萬噸/年：其中氣態(tài)外輸450萬噸/年，液態(tài)外輸150萬噸/年，同步將光明碼頭改造為LNG專用碼頭。新建6座27萬方LNG儲罐，其中LNG管道與浙江LNG一、二期項目預留管道接口聯(lián)通，同時配套氣化設施、公輔設施等。

投標人應提供投標產品制造商有效認證證書復印件，證書認證的制造商名稱應與其所提供業(yè)績的制造商、此次投標貨物的制造商一致。

投標產品國內制造商應在投標時提供TS 證書(特種設備生產許可證)和覆蓋投標產品范圍【閥門類型（球閥）、溫度 (-196℃)、口徑及磅級】的 TSX 證書(特種設備型式試驗證書)。投標產品國外制造商應和國內制造商同樣提供上述證明文件，如投標人在投標時無法提供國外制造商的TS證書，需在投標時提供書面承諾函，承諾內容為: 供貨前提供閥門原產地證明和 2024 年 5月 31 前提供 TS 證書 (特種設備生產許可證)，承諾函格式詳見附件17。

（3）業(yè)績要求Requirement for Bidder’s reference:
自2010年1月1日起至投標截止日（以合同簽署時間為準），投標人所投產品應在中國境內具有不少于2個LNG接收站或具有接收站性質的（即滿足GB51156-2015液化天然氣接收站工程設計規(guī)范）調峰站項目(需提供滿足GB51156-2015液化天然氣接收站工程設計規(guī)范2.0.2液化天然氣接收站:對船運液化天然氣進行接收、儲存、氣化和外輸?shù)茸鳂I(yè)的場站要素的證明材料,證明材料通過國家發(fā)改委、省級發(fā)改委、政府網站、項目業(yè)主官網等官方網站查詢，以加蓋公章的截圖形式提供）的供貨業(yè)績（要求2個項目業(yè)績，同一項目提供多個合同視為一個業(yè)績），且其中至少一個業(yè)績須包含3臺16寸及以上且磅級≥CL1500的低溫或超低溫球閥。

投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同【或】銷售訂單【框架協(xié)議下的訂單（需提供主框架協(xié)議）】復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、供貨數(shù)量、規(guī)格型號（口徑及磅級）、到貨驗收材料。如提供的是調峰站業(yè)績，投標人還需提供調峰站（滿足GB51156-2015液化天然氣接收站工程設計規(guī)范2.0.2液化天然氣接收站：對船運液化天然氣進行接收、儲存、氣化和外輸?shù)茸鳂I(yè)的場站）要素的證明材料，證明材料通過國家發(fā)改委、省級發(fā)改委、政府網站、項目業(yè)主官網等官方網站查詢，以加蓋公章的截圖形式提供。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. 投標人應提供投標產品制造商以下兩類有效認證證書復印件，所有證書認證的制造商名稱應與其所提供業(yè)績的制造商、此次投標貨物的制造商一致。

A.投標產品制造商應具有國際或國內認證機構頒發(fā)的覆蓋投標產品范圍【閥門類型（球閥）、口徑及磅級】的 API607 或 API6FA 或 ISO10497 或BS EN 12266或同等標準的防火證書，并附相應的測試報告。

B.閥門必須具備可靠的外密封性能，應至少達到 ISO 15848-1 的要求。投標產品制造商應具有覆蓋本次招標范圍【閥門類型（球閥）、溫度、口徑及磅級】的 ISO 15848 PART 1 證書，并附相應的測試報告。

4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年11月30日開始至2023年12月07日止，請登錄中國海洋石油總公司采辦業(yè)務管理與交易系統(tǒng)（點擊登錄后可查閱）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。

For the first time of login, aregistration (free of charge) is needed and only after successful registration, 點擊登錄后可查閱n purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB200.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. 本項目為紙質標，招標文件投標資料表如下內容以本公告為準。

17.1：投標人應提交紙質投標文件正本一份，副本兩份，可編輯和不可編輯的電子介質投標文件一份（U盤）。每套投標文件須清楚地標明"正本”或"副本”。若副本與正本不符，以正本為準。當電子介質的投標文件與紙質的投標文件不符時，以紙質投標文件為準。
The bidder shall submit one (1) original, two (2) copies paper bid documents, clearly marking with "ORIGINAL” or "COPY” and one (1) editable and uneditable electronic version (USB Disk). 增加17.4：裝訂要求：
Binding requirement:
1. 使用A4紙（個別較大的圖表可用A3紙編制）左側裝訂，用不褪色的材料打印和/或復印，使用不可拆卸裝訂；

投標文件右上角必須清楚標注"正本”和"副本”字樣。電子文件必須包含完整的商務標書和技術標書，內含可編輯（WORD或EXCEL等）和不可編輯（PDF等）兩種版本文件。
