1. The People’s Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Henan Xichuan Integrate點擊登錄后可查閱l Protection and Environmental Improvement Project, Part of this financing wil點擊登錄后可查閱ed for payments under th點擊登錄后可查閱d above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Office of the Leading Group for th點擊登錄后可查閱l Protection and Comprehensive Environmental Management Project of the Asian Development Bank Loan in Xichuan County ("the Purchaser”) invites sealed bids from eligible Bidders for Support and Busines點擊登錄后可查閱tion system development and integration ("the Goods”).

Non-performance of a contract did not occur as a result of contractor default since 1 January 2019.
Not under suspension based on execution of a Bid-Securing Declaration pursuant to ITB 4.6.

1. 中國政府已從亞洲開發(fā)銀行獲得了一筆貸款，用于支付河南省淅川縣生態(tài)保護和環(huán)境綜合整治項目的費用，并計劃將其中一部分貸款用于支付ISC-GS03-IT支撐和業(yè)務應用系統(tǒng)開發(fā)合同項下的合格支出。亞洲開發(fā)銀行合格成員國的任何投標人都可以參與投標。

2. 淅川縣亞行貸款生態(tài)保護和環(huán)境綜合治理項目領導小組辦公室現邀請合格且有資格的投標人就支撐和業(yè)務應用系統(tǒng)開發(fā)遞交密封的投標文件。
3. 本次招標為公開招標方式，遵照亞行一階段單信封的招標程序。合格成員國的任何投標人都可以參與投標。

4. 只有滿足以下關鍵條款的合格投標人可參與此投標：：
自2019年1月1日以來，投標人沒有因承包商違約而發(fā)生過未履行合同事件
投標人未因執(zhí)行投標保證聲明而被暫停投標資格（"投標人須知”第4.6款）。
所有未決訴訟、仲裁或其他影響投標人凈資產和/或流動性的重大事件（如有）按照投標人敗訴統(tǒng)計，總額不應超過投標人凈資產（按總資產與總負債之差計算）的百分之五十（50%）。

投標人應證明其所提供的信息技術主要設備：（i）至少_2_年生產的生產經驗；以及（ii）在過去五年內，已經售出至少2臺類似規(guī)格的信息技術產品;（iii）至少滿意地運作_1_年。主要設備：1.數字孿生流域、工程；2.預報調度；3.綜合展示平臺類技術產品。
投標人或制造商應證明其能夠按照第六章"需求表”中的交貨與完成時間表，供應買方所需型號、尺寸和數量的信息技術產品。投標人或制造商應具備物聯感知數據接收管理平臺、水利一張圖應用等類似軟著。
資質要求：（1）投標人需具有有效的由中國工程咨詢協會或類似機構出具的工程咨詢單位甲級資信證書。（2）投標人需具有有效的電子與智能化工程專業(yè)承包資質貳級及以上證書。（3）投標人需具有有效的由省級及以上的自然資源廳出具的工程測繪甲級證書（專業(yè)類別：工程測量、攝影測量與遙感、地理信息系統(tǒng)工程）（4）投標人需具有有效的由中國電子信息行業(yè)聯合會或類似機構出具的信息系統(tǒng)建設和服務能力等級證書。（5）投標人需具有有效的軟件成熟度CMMI3認證證書。（6）投標人需具有有效的由中國電子工業(yè)標準化技術協會出具的 ITSS 信息技術服務標準符合性證書。7）投標人需具有有效的由國家認證認可監(jiān)督管理委員會授權的認證機構出具的信息安全管理體系認證證書、信息技術服務管理體系認證證書。
人員要求：（1）項目經理：需具有高級工程師及以上職稱證書，并具有軟件設計師證書或系統(tǒng)架構設計師證書。（2）技術開發(fā)負責人：需同時具有高級工程師及以上職稱證書、信息系統(tǒng)項目管理師證書。
歷史財務狀況：提供過去三年（2021、2022、2023年）經審計的的財務報表，或買方可接受的其他財務報表（投標人所在國法律沒有相關要求的情況下），以反映投標人當前財務狀況的穩(wěn)定性。最低要求，投標人過去一年（2023年）的凈資產（按總資產與總負債之差計算）應為正值。
業(yè)務規(guī)模(年均營業(yè)額)：最低年均營業(yè)額2200萬元人民幣或等額外幣，按過去三年（2021、2022、2023年）里投標人就已完成合同或實施中合同已收到的付款總額計算。
現金流能力：可利用的速動資產、授信額度和其他融資手段，足以滿足履行合同所需要的現金流：不少于220萬元人民幣或等額外幣的要求。
